Do I need to be a licensed ham radio operator to use this?

No. Helioclock started as a ham radio tool – the greyline, DX Cluster,
propagation data, and the rest of the amateur radio feature set are
still central to it – but it’s grown into a broader situational
awareness display. NOCs, EOCs, dispatch centers, corporate lobbies, and
plenty of individual weather/ops enthusiasts run it with no license
at all. You’ll just be looking at a screen full of live world weather,
space weather, and time zone data instead of also using the ham radio
specific panels.
